VENEZUELA: Chávez wrestles with "the devil"

The tussle between Venezuela and Guatemala for a non-permanent seat on the UN Security Council proved to be both as tight and as divisive as predicted. Neither the traditional bracelets presented to members of the UN assembly by the Guatemalan delegation nor the chocolates handed out by the Venezuelan delegation were sufficient to sway enough voters. Given the time and effort Venezuela's President Hugo Chávez invested in trying to fill the vacancy that will be left by Argentina in December, failure to win outright will taste like defeat.
